She stated to the judge Ruben had engaged in this activity with the boys "repeatedly", and children had earlier experienced illness the subsequent day.
She explained Ruben had been capable of justifying this over a long period as the children being "overexcited from fun", until his stepson had worries in recently.
The legal representative added: "This year his stepchild had suspicions about the situation, with valid cause.
"They resolved" to investigate in the man's possessions."
The legal counsel said materials including infant oil, Vaseline and medical needles were located, and his stepchild contacted the police about his worries.
She stated Ruben went on to conduct the "candy game" with six boys that night - Saturday 26 July - and they were all sick the following morning.
"Authorities" had not gone out by that stage," she added.
The oversight body, the police conduct office, previously told that it was reviewing law enforcement's management of the situation.
Mrs Prior explained the youngsters were struggling to walk due to being ill, so the stepson called the law enforcement again.
